I assume you have verified with Cerner that they support + Receiver. It will try the strongest cypher first and work down to the weakest one so increasing the timeout helps that process. Increasing the timeout as you have done per the Citrix support article you linked can help if there is a cypher suite that is supported by both your systems and the remote system (Cerner in your case) but it is down the list of preferred cypher suites. It sounds like the cypher suites supported by + Receiver are not matching up with what Cerner is supporting on their system. So maybe after the 1909 Upgrade there is some re-initialization the Receiver client needs to do that a restart will force?

I reached this conclusion based on my piloting of Workspace - some devices (no difference between them) require a reboot due to Citrix drivers installing. My uneducated guess is it has something to do with Citrix drivers. Sometimes adding a 'VdLoadUnLoadTimeOut' registry edit as described in the above link does in fact work, though I can add/remove multiple times and along the process the error sometimes just goes away - very inconsistent.

In my virtual environment, Receiver produces this error indefinitely following the upgrade to 1909 until a reboot. I have limited ability to test with physical hardware based on current working situation.

Lastly, I have tried the solutions listed here with limited success. I recently started in this environment and though I do manage our GPO, I am unfamiliar with Citrix policies in general.

The Group Policy update is said to be crucial (by triage teams) to happen before the restart which I find strange the device will receive a machine policy update sometime following the upgrade before the user logs in and a user policy update following login. However, I will have about 7,000 devices migrating to 1909 very soon and do not want users to be stuck rebooting - would like to automate a solution. I personally have found a reboot alone does the trick. I do not personally manage our Citrix environment but I am responsible for upgrading devices and the local Citrix client.
